THE INSTITUTE OF CERTIFIED PUBLIC ACCOUNTANTS OF RWANDA
The Institute of Certified Public Accountants of Rwanda (ICPAR) is the only Professional accountancy Organization (PAO) mandated by law number 11/2008 to regulate the Accounting profession in the Republic of Rwanda.
The Institute exists to serve public interest and has wide-ranging responsibilities including promotion and adherence to financial reporting, auditing and ethical standards.
The Institute has a responsibility for regulating and promoting efficient accounting practices in public interest.
iCPAR was admitted as an associate member of the International Federation of Accountants (IFAC) in 2012.
STUDENTS
Entry Requirement – CPA & CAT
1. CPA
a) Senior Six Examination Score of 30 points and above or its equivalent
b) Holders of Certified Accounting Technician Certificate
or
c) Bachelors Degree or Diploma in Accounting or Accounting Certificate from a recognized University/ Tertiary institution or Professional body.
d) Third Year University students specializing in Accounting or Business studies
2. CAT
a) Senior Six Examination Score of 15 points or more
b) Work Experience and Other certificates from recognized institutions (on case by case basis)

Industry recognition
After Student completes and become Members of ICPAR are allowed to use the professional designations CPA(R) and CAT(R) after their name. This qualification/designation will be aggressively branded and marketed to employers to enhance its recognition and value locally and internationally.

A job recruitment platform/ job placement arm caters for placement of the accountants. This function also offer advice on careers.

Student will have access to negotiated discounts for services such as holidays, health clubs, insurance schemes etc. These will be arranged by secretariat staff.

Student can attend events organized by the secretariat and this will offer a variety of networking benefits with theirs future employers.

EXAMS CPA
Certified Public Accountants (CPA) Examination:
For persons who wish to quality and work as professional accountants, auditors, finance managers, tax specialists and financial consultants.
The CPA Examination is held twice a year in June and December.
The examination has 18papers divided into Three levels.
- Foundation Level 1 (8 papers)
- Intermediate Level 1 (4 papers)
- Advanced Level 1 & 2 (6 papers)
NB: One must complete the papers in each level before proceeding to the next level.
EXAMS CAT
Certified Accounting Technicians (CAT)Examination:
For persons who wish to qualify and work as middle level accountants and technical support specialists in auditing, taxation and other related fields
The CAT Examination is held twice a year in June and December.
The examination has 10 papers divided into two levels.
- Level 1 (5 papers)
- Level 2 (5papers)
NB: One must complete the papers in each level before proceeding to the next level.

QUALIFICATION FAQ’S
1. What is iCPAR?
The Institute of Certified Public Accountants of Rwanda (ICPAR) is the Professional Accountancy Organization (PAO) established in 2008. iCPAR is mandated by law number 11/2008 to regulate the Accounting profession in the republic of Rwanda. ICPAR is the only body authorized by law to register and grant practicing certificates to Certified Public Accountants (CPAs) in Rwanda. Certified Public Accountant Certificate holders that are registered as members of ICPAR are entitled to the CPA (R) designation.
2. What are the qualifications for one to become a student of iCPAR?
1 CPA a Senior Six Examination Score of 30 points and above or its equivalent b Holders of Certified Accounting Technician Certificate or c Bachelors Degree or Diploma in Accounting or Accounting Certificate from a recognized University/ Tertiary institution or Professional body. d Third Year University students specializing in Accounting or Business studies

3. What are the fees charged by iCPAR?
The fees and related charges are available on a separate brochure and our website.
4. What are the dates for the examinations and the annual registration renewals?
Examinations are held twice a year in June and December. Annual registration renewals are due on 1st July of every year.
5. How can I get exempted in a particular paper?
Exemptions are granted on paper by paper basis upon application with supporting documents and payment of requisite exemption fees.
6. How long does it take to get a certificate after successful completion of the examinations?
Between Three months and six months. Successful candidates are notified in writing when the certificates are ready for collection.
7. Can one send somebody else to collect a certificate for him/her?
In view of the sensitivity of certificates, candidates are required to collect their certificates in person. However, a certificate may be posted to a candidate on request through registered mail using the address provided by the candidate upon fulfilling the conditions specified in the letter advising candidates that certificates are ready for collection.
8. Does iCPAR give copies of certificates?
iCPAR does not issue copies of certificates but provides a confirmation letter of the candidates pass history on request.
9. Is fees once paid refundable for withdrawals from examination sitting?
It is the policy of the Institute not to refund fees paid.
10. What is the time range when one wants to change an examination centre?
Requests for change of examination centers should be submitted at least two weeks before the examination dates. However, special consideration may be given to late requests on a case by case basis.
11. What documents should candidates produce in the examination room?
Authority to sit the examination letter (timetable).
iCPAR student identification card.
National Identity card / Passport/Driving permit.
Birth certificate in special cases.
12. Which institutions offer training in iCPAR examinations?
Universities.
Private / Commercial colleges.
iCPAR is in the process of accrediting training institutions and will publish a list of accredited institutions from time to time.
13. How can one obtain a reading list of the recommended text books?
The reading list of the recommended text books is available on a separate brochure.
14. Can one pay fees through the iCPAR bank account?
Yes, payment can be made at any branch of the following banks:

15. Is it possible for iCPAR to post the forms for registration, student identity card, registration renewal, examination entry and exemption to a student or a prospective student?

Yes on request. The forms are also available on the homepage of iCPAR website www.icparwanda.com the forms are also available at any University offering accounting and business oriented courses.

16. Is it possible to confirm results via email and iCPAR website?
It is not yet possible to access results via email. However, results may be accessed on the homepage of iCPAR website. iCPAR is currently working on mechanisms to enable candidates access results via email.
17. Can a student sit for iCPAR examinations outside Rwanda?
Not at present, however in future we shall be able to offer iCPAR examinations in countries having Rwanda embassies or High commission.
18. Does iCPAR provide model answers for examination questions to students?
iCPAR will in future provide feedback on examination questions in the iCPAR journal.
iCPAR is working on modalities to enable students obtain model answers to examination questions
19. How long does a student identification card take to be processed?
One to two months from the date of registration.
20. What are iCPAR operating hours?
Weekdays Monday –Friday from 8:00 Am to 5:00 Pm.
21. What is credit retention?
The credit retention system is an examination regulation which allows a candidate who attempts papers in a level and passes some of the paper(s) in the level to retain as credit(s) the paper(s) passed. A candidate is therefore required to sit for the failed paper(s) only. However, a candidate must pass the failed paper(s) in a level within the next two and a half years or five consecutive sittings. Otherwise, the credits will be withdrawn and the candidate required to re-sit all the papers in the level.
22. Where is iCPAR located and does it have branches
iCPAR is located 1st Floor, Prester Building, Kacyiru, Opposite Top Tower Hotel. Currently, iCPAR does not have branches. However, students may obtain the relevant forms and other information from the iCPAR website.
23. How many papers are there in the iCPAR examination?
There are 18 papers in CPA divided into three Levels (Foundation, Intermediate and Advanced)
